He led the construction and operation of an ethanol terminal in Baltimore and was part of the team that developed and constructed a 50-million gallon per year plant in Illinois, serving on its Board of Directors, and raising $30 million to complete project construction.

He has led all phases of developing new businesses. In addition, he has led teams that acquired businesses in the sector with deal sizes up to $2 billion. Most recently Steve has provided consulting support services to infrastructure projects in the Balkans and southern Africa. Steve has excelled, in part, by having a comprehensive understanding of all aspects of the business in which he has been involved.

From 2009 to 2020, Mr. Kelliher was Executive Vice President of NextEra Energy, Inc., a Fortune 200 company. In this role he was responsible for developing and executing federal regulatory strategy for the company and its principal subsidiaries: NextEra Energy Resources and Florida Power & Light Company. NextEra is the largest electricity company in the U.S., one of the largest renewable energy producers and one of the few truly national electricity companies, operating in every region and every organized market, with multiple business lines subject to federal regulation.
Before joining NextEra, Mr. Kelliher served as Chairman of the Federal Energy Regulatory Commission (FERC) from 2005 to 2009. As Chairman he guided the efficient implementation of the Energy Policy Act of 2005, the largest expansion in FERC regulatory authority since the 1930s, and advanced reforms to strengthen the U.S. electricity and natural gas infrastructure.
Mr. Kelliher has spent his entire professional career working on energy policy matters, serving in a variety of roles in both the public and private sectors. These include senior policy advisor to the U.S. Secretary of Energy, majority counsel to the U.S. House of Representatives Energy and Commerce Committee, as well as positions with private corporations, trade associations and law firms.
After earning a Bachelors of Science degree from Georgetown University, School of Foreign Service, Mr. Kelliher graduated magna cum laude with a Juris Doctor degree from The American University Washington College of Law.

With more than 30 years of leadership experience with the US Coast Guard, the US Department of Interior and the American Bureau of Shipping, Admiral Watson (Ret.) brings unparalleled knowledge of the maritime industry, its criticality to global commerce and efforts to mitigate its environmental impact.
Most recently he was Senior Vice President at the American Bureau of Shipping, the world’s foremost technical and standard-setting body for the shipping and off-shore energy industries, where he led Global Government Services, was President of the Americas Division, and has been involved in shaping policies to help reduce emissions from the shipping and off-shore operations.
Prior to joining ABS, Watson served as Director of the Bureau of Safety and Environmental Enforcement at the US Department of Interior. In this role he provided regulatory oversight for energy exploration and production on the U.S. Outer Continental Shelf. Before becoming BSEE Director, Watson served as the US Coast Guard’s Director of Prevention Policy for Marine Safety, Security and Stewardship, where his responsibilities included commercial vessel safety and security, ports and cargo safety and security and maritime investigations. He was also designated as the Federal On-Scene Coordinator for the government-wide response to the Macondo oil spill in the Gulf of Mexico.
Watson earned a Bachelor’s of Science in Marine Engineering from USCGA in 1978. He received his Master of Science in Naval Architecture and his Master of Science in Mechanical Engineering from the University of Michigan in 1985. Watson earned an additional Master of Science in Strategic Studies at the National Defense University in 2001.
